The Governor’s Office of Crime Control and Prevention (GOCCP) announced the Maryland Criminal Intelligence Network (MCIN) model has achieved key successes in targeting violent gangs and drug trafficking organizations statewide during the month of March. Announced by Governor Hogan on December 15, 2017, MCIN is a criminal justice strategy, coordinated at the local, state, and federal levels targeting gangs, drug, firearms, and human trafficking. MCIN is funded by the Hogan administration through the Governor’s Office of Crime Control and Prevention.
“As Governor Hogan said, enough is enough with regards to crime on Maryland streets, and the Maryland Criminal Intelligence Network is an integral part of our state strategy working across jurisdictions to dismantle criminal organizations seeking to harm our citizens,” said Glenn Fueston, Executive Director of the Governor’s Office of Crime Control and Prevention. “The success of this effort is clearly attributed to the strong collaboration among our federal, state, and local partners and we are grateful to be part of this process.”
- Anne Arundel County Police Department
- Following a lengthy joint investigation by Eastern Districts Tactical Narcotics (T.N.T.), Special Enforcement Sections Major Offenders Unit (M.O.U.) and Eastern Districts Tactical Patrol Unit (T.P.U.), a quarter kilo of crack cocaine with a street value of $28,332, amphetamines, Methylphenidate Hydrochloride, and $22,965 in U.S. currency was seized and the suspect was arrested on multiple drug charges.
- A black Honda Accord was stopped for a compulsory insurance violation on the vehicle registration. Following a positive K9 scan of the vehicle, a search was conducted resulting in the recovery of 16 flip top containers of crack cocaine, 6 black top vials of heroin, and a cap and ball revolver converted to fire .45 caliber ammunition. The driver and passenger were arrested and transported to Northern District for charges to include possession and possession with the intent to distribute cocaine and heroin, possession of a handgun by a felon, and illegal possession of ammunition.
- Annapolis Police Department, Anne Arundel County Police Opioid Task Force
- The M.O.U., with assistance from the Annapolis City Police Department, Anne Arundel County Police Opioid Task Force, and the Drug Enforcement Agency, executed a search warrant on Maryland Avenue in Annapolis. Several bags of suspected cocaine, tabs of suspected LSD, Alprazolam pills, and Methylenedioxymethamphetamine (MDMA) – known as ecstasy – were found, with an estimated street value of $258,474. Detectives then responded to two storage units owned by the suspect and executed two additional search warrants, resulting in the discovery of a safe containing a large amount of U.S. currency, several more bags containing MDMA and Alprazolam pills, with an estimated total street value of $57,870.
- Frederick Police Department
- Members of the Frederick Police Department’s Street Crimes Unit and Special Response Team served a search and seizure warrant in the 200 block of Bishops Glen Drive in Frederick, Md. After the residence was secured, officers conducted a search of the house.
- During the search of the house a .22 caliber handgun and 9mm handgun were recovered. Both of the handguns had their serial numbers scratched out so that they could not be identified. Officers also located scales, packaging materials and a quantity of marijuana that indicated that it was for distribution. One of the residents was charged with numerous offenses including possession with intent to distribute marijuana, illegal possession of ammunition, two counts of illegal possession of a regulated firearm, two counts of possession of a firearm by a minor, and two counts of altering a firearm ID number.
- Hagerstown Police Department
- The Washington County Narcotic Task Force under the Hagerstown MCIN collaborated with Federal prosecutors to indict six Maryland residents in a drug-trafficking operation and seize enough fentanyl to kill one million people. The suspect was charged with possession with intent to distribute fentanyl, maintaining a drug-involved premises, and being a felon in possession of firearms. The suspect also faces charges of possession of a firearm in furtherance of a drug trafficking crime.
- Maryland State Police, Salisbury Police Department
- As part of “Operation Hide and Seek,” the Maryland State Police Gang Enforcement Unit, along with allied law enforcement agencies in Maryland, Delaware, and Virginia, planned, coordinated, and implemented a plan to locate and apprehend suspects who had open arrest warrants issued through the Salisbury Police Department. The operation focused on gathering information and identifying criminal gang members and suspects of open criminal investigations. The operation yielded 41 arrests, 11 of which had ties to organized gangs and 13 of whom had out-of-state connections.
