Female Teacher Charged With 4th Degree Offense

Kristyn Nicole Breeds, teacher and track coach at Northeast High School has been charged with a fourth degree sex offense for having an improper relationship with a 17 year old male student.
Breeds, 29, of 215 Kathleen Avenue in Severna Park was arrested yesterday by Anne Arundel County Police. She was charged with three counts of a fourth degree sex offense which is a misdemeanor.

Isn’t the age of consent 16 in the state of Maryland. Why did the AA county police waste time arresting her because the charges are going to be dropped.
I am not sure of the legalities, but the court records indicate the “violation” occurred over a period of time, so the victim could have been 15 and 364 days when it started–not sure on that.
But I also think there is something about a person of influence that affects the charges–teacher, scout leader, priest, etc.
It is a good question and makes you wonder how Sam Shropshire was charged with a 4th degree sex offense for allegedly groping a 21 year old male midshipman.
