Rodriguez resigns Annapolis Ward 5 seat setting stage for special election

Alderman Marc Rodriguez will submit a letter resigning his Ward Five City Council seat to Mayor Gavin Buckley on March 27, 2020. Alderman Rodriguez was elected in November of 2017 and sworn in December of 2017. He is in the second year of a four-year term.

Per City of Annapolis Charter, the seat will be filled by a special election because the vacancy is more than 15 months from the next General Election at which members of the City Council are elected. Within five days from the date of resignation, Mayor Buckley will issue a proclamation to fill the seat. At that point, the announcement will set the time and place of a special primary election and a special general election. The primary must happen within a time period of 23 to 30 days. The general election must then happen within a time period of 21 to 30 days after the primary.

Candidates interested in filing candidacy for this seat can be filed with the office of the board of supervisors of elections not later than 9 p.m. on the Monday three weeks before the primary.

Mayor Gavin Buckley noted that Rodriguez was the first Hispanic Alderman in the City’s history.

Rodriguez was responsible for the City’s Nondiscrimination Act, Fair Housing Ordinance, and he went to the southern border to the immigrant detention facility as a volunteer advocate.

“He had unprecedented Hispanic outreach in Annapolis,” Mayor Buckley said. “He built trust in the community that wasn’t there. We have to build on that. But there is a good foundation and that is because of Marc.”

Rodriguez completed law school in December 2019. He took the bar exam in February 2020. Rodriguez said that his resignation coincided with a job offer that requires him to step down from the council.

“Serving Ward Five and the City of Annapolis has been an honor my lifetime,” Rodriguez said.
