In a letter sent to her campaign supporters she cited changing circumstances with her family which were not apparent when she ran for office.

Cain was first elected in 2018 and served for two sessions in the Maryland House of Delegates.

With this resignation, as it was with former Speaker Michael Busch, the Anne Arundel County Democratic Central Committee will select the replacement that must be approved by Governor Hogan. The process involves an application as well as private and public interviews before the Committee undertakes a series of votes to narrow down the selection.  The other Delegate for District 30A, Shaneka Henson, was ultimately appointed to take the seat of Speaker Busch.
