David Walker to join USNA Economics Department

Hon. David M. Walker, former Comptroller General of the United States (1998-2008), will join the Naval Academy Economics Department in August 2019 as the Admiral William Crowe Chair Professor in Economics of the Defense Industrial Base.

The Admiral William Crowe was established in 1994 with a $1.5 million grant from General Dynamics. Holders of the Crowe Chair are distinguished economists who can significantly contribute to midshipmen learning in the area of economics of national defense and national security. The first holder was Dr. Oliver Grawe, a noted economist from the Federal Trade Commission.  Subsequent holders include Dr. Gregory Hildebrandt of the Naval Post Graduate School, Mr. Adrian Kendry, from the University of the West of England, Dr. Victoria Greenfield of the Rand Corporation, and Dr. Francis McDonald, of the Department of Defense. As the Crowe Chair, Walker will be teaching courses in the Economics of National Defense and National Security.

Walker is an internationally recognized fiscal responsibility, government transformation and retirement security expert. He has over 40 years of executive level experience in the public, private, and nonprofit sectors, including serving as Comptroller General of the United States and CEO of the U.S. Government Accountability Office (GAO) for almost 10 years. Most recently, Walker served as a Senior Strategic Advisor for PwC’s Public Sector Practice (now Guidehouse). He is the author of a National Bestseller book entitled Comeback America: Turning the Country Around and Restoring Fiscal Responsibility (Random House Trade Paperbacks, 2010).

“There are few people in the nation better equipped than Dave Walker to educate midshipmen on the fiscal and economic challenges facing the nation, how those challenges will likely impact national defense and national security, and how they as future leaders can be part of the solution,” said Naval Academy Economics Department Chair Kurtis Swope. “Dave is an award-winning speaker who brings a career of public service with him to the Naval Academy. We are as excited as he is to have him join the USNA team in developing midshipmen,” said Swope.

Walker has a B.S. from Jacksonville University, an SMG Certificate from the JFK School of Government at Harvard University, and a Capstone Certificate from the National War College. He has won numerous leadership, professional, and public service awards, including the first and only Alexander Hamilton Award for economic and fiscal policy leadership from the Center for the Study of the Presidency and the Congress.
