Annapolis Public Works Director leaves City to work in Baltimore

The Director of Public Works for the City of Annapolis, David Jarrell, has tendered his resignation effective January 16, 2017.

Jarrell will assume a role with the City of Baltimore.

Jarrell was hired by former Mayor Josh Cohen in October 2010. Prior to coming to Annapolis, Jarrell was a senior executive in the City of San Diego’s Public Works Group who had previously spent 16 years in the Navy’s Civil Engineer Corps.

Jarrell took control of the department and has spearheaded many projects including the new water treatment plant, the beginning of the energy park, the reconstruction of the bulkhead at City Dock, several major snow storms, flooding,  as well as others.

Jarrell also served as the Acting City Manager after then-manager, Mike Mallinoff was terminated by the Mayor.

” I want to thank Mr. Jarrell for his outstanding service and his numerous accomplishments that have benefited Annapolis,” Mayor Pantelides said.  “The bulkhead was built on schedule and $1 million under budget on his watch, and the city was always prepared for each and every snowstorm that affected the city. His staff was polite and always got the job done and their actions were a reflection of his leadership. David will be missed and I wish him the best and know he  will continue to accomplish great things.”

When Mayor Pantelides was elected, we wrote an editorial suggesting that the new Mayor retain Jarrell as well as several other department heads as he was “sweeping” Annapolis clean–the theme of his campaign.

With an election underway for the Mayor’s seat, Jarrell might be difficult to replace since the position serves at the pleasure of the Mayor. Currently, the City is also seeking a Director of Recreation and Parks as well.
