Robert Hannon, 70, the appointed head of the Anne Arundel Economic Development Corporation was arrested after police say he was caught red handed in a neighbor’s apartment rifling through her underwear drawer while she was away.

Police responded to The Tecumseh, an upscale apartment building on the water in the 300 block of Severn Avenue on Thursday evening about 10pm for a report of a burglary in progress.

The victim was in Boston and received an alert that movement was detected in her bedroom and she was clearly able to identify Hannon, a neighbor who initially touched a garment at the end of her bed before heading to her dresser in what can only be called a “panty raid.”  According to police (and the video), Hannon exited the room several times and returned to the dresser.

Police believe that he may have had a key to the apartment as the sounds of keys jingling were evident in the video as was the sound of a lock engaging upon his exit. It is unknown how Hannon may have acquired keys; but the management company and the victim have both said that they did not give him access, nor did he have permission.

Police arrested Hannon at the County’s Economic Development office on Riva Road. Hannon, the chief of Economic Development under former County Executive Leopold was fired by former County Executive Laura Neuman, and re-appointed by current County Executive Steve Schuh.  Hannon is paid $156,058 per year according to county records.

Hannon was charged with three counts of burglary and one count of theft. Bail was set at $100,000 which was promptly posted and Hannon was released on Friday afternoon.  An initial court appearance is scheduled for Tuesday, September 6, 2016.
