Annapolis man tosses infant to ground during dispute with child’s mother

Yesterday afternoon just after 3pm, Annapolis Police responded to a reported assault on Bens Drive in Annapolis.

An adult female victim reported that she and the father of her children, Devonte Simms, 22, of Annapolis, were involved in a verbal argument that turned physical. She reported that Simms attempted to strike her with his vehicle and with a baseball bat and that he picked up their infant child, who was strapped in a car seat, and threw the child and car seat to the ground.
Simms was not on scene when officers arrived, but officers saw the vehicle Simms had been driving on Forest Dr. They attempted to stop the vehicle, but when it failed to stop and began driving erratically officers did not pursue it.
Officers were still speaking to the victim on Bens Dr when they observed the vehicle drive at speed through the community and through the chain link fence separating Bens Dr and Victor Parkway. The vehicle proceeded down Cypress Rd where another officer encountered the vehicle and saw Simms driving. Simms stopped the vehicle briefly and the officer approached the vehicle on foot. Simms accelerated towards the officer, almost striking him. Simms fled down Forest Dr and abandoned the vehicle in the Newtowne 20 community.
Officers, with the help of Anne Arundel Sherriff’s Office K-9 and Anne Arundel County Police Department Air Unit, attempted to locate Simms, but they did not locate him. As officers were calling off the search Simms turned himself in at police headquarters. Simms was charged with numerous traffic violations and nine criminal counts relating to the assaults and destruction of property. Simms is being held at the Jennifer Road Detention Center on $100,000.
