Maryland Capitol Police name first woman to Commander post

Lt. Rebecca LabsMaryland Department of General Services Secretary Alvin Collins and Maryland Capitol Police (MCP) Chief Michael Wilson have announced the promotion of Lieutenant Rebecca Labs to Commander of the Annapolis Detachment, becoming the first woman to lead the Detachment. Lieutenant Labs has been serving in an acting capacity as Commander since January 1, 2014, overseeing more than 60 officers, security guards and police communications officers. The Detachment provides law enforcement and security to 19 buildings and 10 parking garages and surface lots that are part of the Annapolis Capital Complex, as well as traffic enforcement. Her promotion is effective April 16, 2014.

“While Lieutenant Labs is making history as the first woman to serve as the Annapolis Commander, she is first and foremost a hard-working and dedicated professional who has proven to be a highly capable leader,” said DGS Secretary Alvin C. Collins. “Along with more than two decades of law enforcement experience, Lieutenant Labs lends a fresh perspective to growing and strengthening the Annapolis Detachment.”

“Lieutenant Labs did an outstanding job leading the Detachment during the 2014 legislative session,” said MCP Chief Michael Wilson. “She hit the ground running in January, supervising and directing more than 40 rallies and demonstrations throughout the 90 day session in Annapolis. Her leadership skills and ability to communicate to people on any level make her a very valuable member of the MCP Department.”

Lieutenant Labs joined Maryland Capitol Police in March 2013. She has more than 23 years of law enforcement experience and is retired from the Maryland-National Capital Police Department, Prince George’s County where she served as a Patrol Officer, Recruitment Officer, Background Investigator, Criminal Investigator and CALEA (Commission on Accreditation for Law Enforcement Agencies) Certification Officer. Upon being promoted to the rank of Sergeant in 2010, Sergeant Labs was assigned as a Patrol Supervisor and successfully led the unit until retiring in 2013. Lieutenant Labs lives in Anne Arundel County.

Maryland Capitol Police is part of the Department of General Services and is one of the oldest police agencies in the nation; its establishment can be traced back to 1862. MCP has detachments in Baltimore and Annapolis and provides law enforcement services.
