On 10/19/2013 at 1:30 a.m., a Sergeant from the Special Operations Division was traveling on Route 648 near Mountain Road, when a white Ford truck almost collided with his police vehicle.

The Ford then continued along Route 648 and committed further traffic violations, until a traffic stop was affected in front of 7861 Baltimore Annapolis Blvd.  The driver was identified and an odor of an alcoholic beverage was detected coming from his person. Also present in the vehicle was the driver’s 4 year old and 10 month old children.

The suspect was asked to exit his vehicle and a strong odor of marijuana was detected coming from the vehicle. Further investigation led to seizure of 89.3 grams of marijuana with an approximate street value of $1900.00. The driver, Joshua Osterholt, was placed under arrest.

The Ford Truck was then seized for asset forfeiture and transported to Police Headquarters. The driver was arrested and transported to Northern District, where he agreed to take a chemical test, which resulted in a .19 BrAC reading.

The suspect was further processed and charged with driving while intoxicated, two counts of driving while impaired by alcohol transporting a minor and various other traffic related charges. He also was criminally charged with possession and possession with intent to distribute a controlled dangerous substance.

The suspect’s children were turned over to their grandmother and a copy of the police report was sent to the Department of Social Services for a follow up investigation.

this is a pure idiot,,,he should go to jail for all those charges and he should not have any right to those children at all!!!!!

  2. Susan Branch Smith says:

I would like these stories to provide more information — what, for instance, is a .19 BrAC reading? Sure … many may know. But I do not. Can you interpret?

  3. John Frenaye says:

It is a measurment of alcohol in your bloodstream used to determine if you are drunk or not. For a long time .10 used to be the limit and if you were over that, you were considered legally drunk. It has been reduced over the years to .08 and now I believe .05 in some jurisdictions. So in MD (.08) he had more than twice the legal limit of alcohol in his system.

Thanks, John. This is another case (for me) of really bad online journalism. This measurement and its acronym should be explained. Except for newspapers that are “real,” I have decided to lay off these poor substitutes.

  5. John Frenaye says:

In the context of the piece (sourced to the PD) it seemed fairly evident along with DUI and CDS.

I am glad we were able to make it more clear for you and I am sorry you have decided to go elsewhere because we made a poor assumption.

  6. Mary Z. says:

I knew exactly what that meant, John, and I think anyone with half a brain would also. What an odd woman!
