Same Sex Couples Get Marriage Licenses. Gov. Martin O’Malley certified this November’s election results Thursday by signing a legal proclamation that put in place two of the most high-profile measures passed on Election Day: Expanded gambling and same-sex marriage. Same-sex couples began lining up early Thursday at courthouses across Maryland to be the first to apply for post-dated marriage licenses. The couples will be able to do so now that O’Malley formally declared that Question 6 was passed by voters, although the licenses won’t go into effect until Jan. 1.
