Carl Snowden Files $20M Lawsuit Against John Leopold

Anne Arundel County Executive John Leopold is facing a $20 million lawsuit from one of the people he allegedly spied on.

Carl Snowden, the director for civil rights at the Maryland attorney general’s office, said in a written statement released by his lawyer that he filed the lawsuit on Friday against Leopold for “unlawful prying into his private life by agents of the Leopold administration”.

“Mr. Snowden is very concerned about the dossier complied against him and the illegal use of sworn officers to gather information against him,” Snowden’s attorney Cary J. Hansel said.

Snowden said he would take a sabbatical in order to pursue these charges without a conflict of interest arising from his position at the attorney general’s office.

Anne Arundel County’s Deputy Police Chief Emerson Davis testified before the county council earlier this month that Leopold accessed information on his political opponents and others and compiled a file called the “Enemies List”.

Leopold was indicted on charges of misconduct in office, inappropriately using the state criminal database and making police officers drive him to sexual encounters in public parking lots.
