Leopold & Maxwell Set To Battle Over $5.5 M In Raises

UPDATE 09:02am 06/18/2011: Anne Arundel County Public Schools spokesman, Bob Mosier, issued the following statement last night refuting County Executive Leopold’s assertion:

The assertion that the Board of Education awarded raises to employees for the coming fiscal year is simply inaccurate. The Fiscal Year 2012 operating budget approved by the Board on June 15 contains no salary increases for the coming fiscal year. Employee salaries will be the same in Fiscal Year 2012 as they are currently.

“Our school system has made — and continues to make — tough but prudent fiscal decisions in this difficult economic climate, including adding no new general fund positions in the last two years despite the addition of 2,000 students. Our employees have shared — and continue to share — in the pain of this economic recession, and it is disappointing to see that fact distorted.

Anne Arundel County Executive John R. Leopold has asked the County Council to block $5.5 million in proposed raises that the school board has included in their budget.

“The actions by the Board of Education contradict promises made by the Superintendent and are inequitable to  the County employees, Library staff and Community College employees who will see a reduction in pay through furloughs next year,” County Executive Leopold said. “We have an obligation to share the sacrifices made in this difficult economy equally.”

In a letter sent to Council Chairman Dick Ladd, Leopold calls for public hearings on the transfer of funds. Leopold asserts that Maxwell agreed to no increases and once received an approved budget from the County, made an internal accounting shift to accommodate the raises.
