UPDATE 11:13am 06/24/2011: The Department of Natural Resources has released the victim’s name and some details. Olivia Constants was participating in a program with the Severn Sailing Association and  was thrown overboard when the boat capsized. Her harness became entangled in the rigging and trapped her underwater for two to three minutes as an instructor tried to free her. Constants and another student were the only occupants of the boat.

The Department of Natural Resources has confirmed to Eye On Annapolis that a teenage girl died this afternoon in a boating accident in the mouth of the Severn River.

Sgt. A.A. Windemuth  said that “they are investigating a fatal boating accident which occurred between 4:30pm and 5:00pm in the mouth of the Severn River.” He did confirm that it was a young female in a sailboat. He did not release any additional information, including the sailing organization, citing the ongoing investigation.

From another source, it is believed that the 15 year old girl was participating in an event with a local sailing school. (Eye On Annapolis is withholding the name of the school until we can confirm it).

The following tweet was posted to her account this morning at 11:46am. It was her second to last tweet:

The honor roll student was a rising sophomore at Broadneck High School.  More details as they become available.
