Assembly Approves Flurry Of Bills Before Session Ends. Maryland’s sales tax on alcohol will jump 50 percent in July, the state will have a new venture capital fund to help jump-start businesses and illegal immigrants will be eligible for in-state tuition under legislation approved by the Maryland General Assembly on Monday night.Lawmakers worked in the waning hours of the session to pass some of its highest-profile bills. The alcohol tax increase will raise an estimated $85 million a year, with about $47 million going to school construction in the first year and $15 million set aside to help the developmentally disabled. Gov. Martin O’Malley said he would sign it.

Baltimore Officer Shoots Man In Federal Hill. City officers are investigating a police-involved shooting on Light Street in Baltimore, and authorities are crediting the public for helping apprehend the gunman.The incident happened before 2 p.m. Monday.”An individual disarmed a security guard at a bank at Cross and Light streets,” police spokesman Anthony Guglielmi told WBAL. “He was able to take that security guard’s weapon, ended up fleeing the scene and tried to carjack a female unsuccessfully.”Guglielmi said the gunman tried to change his appearance by shedding several layers of clothing along the way. He was caught in the 1800 block of Light Street.

Huguely Defense: Killing Of Yeardley Love Was Unintentional. A lawyer representing a former University of Virginia lacrosse player said his client didn’t intend to kill his girlfriend last May.Francis Lawrence made the comment during Monday’s preliminary hearing for George Huguely. Huguely, of Chevy Chase, Md., is charged with the May 3, 2010, killing of 22-year-old Yeardley Love of Cockeysville, Md.Love, who played for the university’s women’s lacrosse team, was found dead in her Charlottesville apartment. Huguely is accused of kicking in Love’s door and slamming her head into a wall.
