Anne Arundel County Snow Updates

Please check back. UPDATE 8:55pm: Well, it seems that this storm did not materialize as originally thought, or wait, maybe it did after all. But it seems we did have a white Christmas weekend and got a few inches of snow and gave everyone an excuse to stock up on toilet paper and milk.  We will be releasing this post from the top position, but will have a new one for the next storm!

In response to a powerful snowstorm driving up the East Coast, Mayor Joshua J. Cohen advises drivers to clear their vehicles from Emergency Snow Routes immediately.

The storm forecast has fluctuated several times today, with the latest prediction by the National Weather Service calling for 1 to 2 inches of snowfall in Annapolis. Although the forecast has been downgraded, given the severity of the event and the uncertain storm track, the Department of Public Works is operating under a Phase II Snow Emergency, meaning that it has prepared for the possibility that 8 inches of snow could fall in the city.

Under a Phase II Snow Emergency, City crews expect to make:

–  Emergency Snow Routes passable within 24 hours after the storm ends;

– Snow Connector Routes passable within 36 hours after the Emergency Snow Routes have been made passable;

– All other routes, including side streets, dead-end streets and cul-de-sacs, passable within 48 hours after the Emergency Snow Routes and the Snow Connector Routes are made passable.

Clearing vehicles from the Emergency Snow Routes will help the City stay on top of snow removal efforts, especially if conditions deteriorate overnight. A Winter Weather Advisory remains in effect until 6 a.m. Monday. Potentially heavy snowfall, coupled with gusts that could reach 40 mph, could make traveling treacherous.

Please note that vehicles that remain along Emergency Snow Routes will be subject to towing. Also, during a Phase I or II Snow Emergency, vehicles operating on snow emergency routes must be equipped with chains or snow tires. Mayor Cohen reminds residents that the City’s three parking garages – Hillman, Gott’s and Knighton – are available for free until 6 p.m. Monday. For more information about the garage locations, go to: http://bit.ly/dMVQB2.

Separately, the Emergency Operations Center has been opened for the rest of Sunday to coordinate the City’s snow removal effort and respond to public inquiries. Non-emergency inquiries should be made through the EOC hotline at 410-260-2211.

To determine if your street will be cleared by the City, go to: http://bit.ly/ehechY. Every attempt is made to make streets “passable” for essential vehicle travel. Icing conditions are handled by applying deicing salt.

A City furlough day previously scheduled for Monday, Dec. 27, remains in effect, meaning that trash and recreation services will be cancelled tomorrow. The status of recycling service, which is scheduled to be provided on Monday, is subject to change if conditions worsen. Annapolis Transit is expected to operate under a normal schedule on Monday; however, bus service would revert to a Sunday schedule if the city receives 12 inches of snow or more.

Please remember, City Code, Section 14.24.010, requires the abutting property owner to clear the public sidewalk of snow and ice within three hours after the snow or sleet has stopped falling except when the snow or sleet stopped falling between 3 p.m. and 6 a.m., then the snow/ice must be removed from the walk before 11 a.m. Violation of this code requirement is subject to a $25 fine. Please lend a helping hand to any neighbors who may be physically or otherwise unable to clear sidewalks. (Never use fertilizer to melt ice and snow; the nitrogen and phosphorus in fertilizer can harm your local streams, groundwater and the Chesapeake Bay.)

UPDATE 3:00pm from Foot’s Forecast:

3:00 PM Sunday 12/26/2010 | HAPPY BOXING DAY! In honor of our Canadian readers, it looks like many along the east coast will celebrate Boxing Day with some “White in the Winter night.” Our snowfall projections were finalized at around 10:30 AM and before nightfall we plan to issue “Storm Grade Amounts” for representative locations in the states listed. For example, we project 3.7″ for Baltimore-Washington Int’l Airport (BWI), with others posted later.

In response to a pending snowstorm today, Mayor Joshua J. Cohen is making the following announcements:

–  The City’s three parking garages – Hillman, Gott’s and Knighton – are available for free to city residents effective immediately. This free-parking period will end at 6 p.m. Monday.
–  The Emergency Operations Center will be activated at 3 p.m. today to coordinate the City’s snow response and handle public inquiries. From 3 p.m. on, public inquiries should be made through the EOC hotline at 410-260-2211. (Before 3 p.m., the Public Works Operations Center (410-263-7967) will handle public inquiries.

A winter storm warning remains in effect until 6 a.m. Monday. Potentially heavy snowfall, coupled with gusts that could reach 40 mph, could make traveling treacherous.

UPDATE 12:07 pm: No one knows what the hell will happen. Look at the Baltimore Sun’s Breaking News Twitter messages. Within 19 minutes we went from nearly a foot to 2-4 inches. The NWS says 1-2 inches and Justin Berk is not so sure. Here is a prediction from Eye On Annapolis–as we approach 5:00pm, the skies will get increasingly darker.

UPDATE 11:30am from Foot’s Forecast Mid Atlantic Winter Stormcast Page on Facebook: FINAL SNOWFALL PROJECTIONS FOR THE MID-ATLANTIC as published by the Winter Stormcast Team on our main site. The map shown below is the NWS advisories for the Eastern Region as of 11:26 am. Our projections shown are effective from 9 AM Sunday 12/26 to 9 AM Monday 12/27. Once snow has been observed by several of our forecasters, we conduct a “liquid equivalent analysis” in order to gauge the validity of our projected totals. We will release those results in an afternoon update.

MARYLAND | 3-5″ from Carroll Co. west to Garrett Co. | approx. 6″ from Baltimore Co. east & south to Anne Arundel Co. | 5-9″ Southern MD from Prince Georges on south | Upper Eastern Shore: 8-12″ | Lower Eastern shore: 8-16″ | TIMING: Heavy snow arriving along lower Eastern shore by 1 PM, moving across the Bay and reaching I-95 from Washington to Baltimore by 2 PM. Snow over-spreading the state by 8 PM. WINDS: Northeast increasing to 25 mph, with gusts at or above 40 mph along the Eastern shore. COASTAL IMPACTS: Significant beach erosion in Worchester County, tides 2-3′ above normal.

UPDATE 10:46am from Foot’s Forecast: 10:40 AM Sunday 12/26/2010 | SYNOPSIS: Despite slower-than-expected onset of snow north of Richmond, VA – evidence is mounting that once this storm arrives along the Eastern Shore and the I-95 corridor from Washington to New York by this afternoon, it should do so in force. The low pressure center, currently off the NC coast, is west of where many computer models projected it to be. This in combination with the increasing “tilt” of precip and upper level wind patterns increases our confidence the storm is going to deliver a heavy hit to the Mid-Atlantic and Northeast today into tomorrow. Our snowfall projections below are being finalized into “Storm Grade Amounts” for issuance later this morning.

UPDATE 1:12am from Anne Arundel County via press release:

County Executive Leopold will mobilize Department of Public Works crews at 7 a.m. in advance of a winter storm forecast for the Baltimore region.

“Our forces are prepared with a full supply of salt and deicer, and will mobilize as needed throughout the day,” County Executive Leopold said.  “We will activate all 72 County dump trucks and as many as 165 contractors as needed.”

The National Weather Service is calling for snow to begin falling overnight with accumulations of 3 to 5 inches through Sunday and an additional 4 to 6 inches Sunday night.
