Man Charged With Abusing Toddler. A Westminster man is being held on $500,000 bond in what authorities are calling a case of child sexual abuse.Police in Carroll County said 23-year-old Ryan Chad Gifford beat, assaulted and burned his girlfriend’s 21-month-old daughter while the mother slept at his home in the 500 block of Yellow Lily Court on Saturday. According to a police report, Gifford and the mother were drinking that night. Charging documents show that the girl’s mother said Gifford drank a half-gallon of wine.

Former Gov. Ehrlich Criticizes Session Results. Maryland’s legislative session is over — and the campaign for governor is just beginning.Former Gov. Robert Ehrlich, a Republican, criticized the General Assembly on Tuesday, faulting Democrats and Gov. Martin O’Malley for not doing more to scale back state spending.

Ex-Coach Gets 5 Years For Child Porn.  A federal judge has sentenced a former teacher and coach to five years in prison for receiving child pornography. Joseph Kovach Jr., 53, of Reisterstown, was sentenced on Wednesday. He had pleaded guilty in January. According to court documents, Kovach was a teacher at a Montessori school in Montgomery County and an assistant field hockey coach at Towson University.

Second Officer Suspended In Student Beating. Prince George’s County police have suspended a second officer in their investigation of a video showing officers in riot gearing beating a University of Maryland student during a rowdy celebration after a basketball game.Maj. Andy Ellis said Wednesday at a news conference that police had suspended the officer and anticipate additional suspensions shortly.
