A Plan For Ward 5

Thank you in advance for taking the time to learn a bit about me and what I see as the issues that face our Ward and our City. If nothing else, you and I share a common love for a great City. Unfortunately City Hall is a mess and we need some major changes after 8 years of poor decision making and wasteful spending.

My name is Jim Conley and I am running to represent the needs of the residents of Ward 5 and for residents throughout the City of Annapolis. I have lived in Annapolis for 36 years and graduated from local schools. I decided long ago to raise my family here. I have a wonderful wife and two great children. It is our children’s future in Annapolis I am most worried after some of the debacles caused by the current administration. I’d like to share with you some of the issues I see that need to be corrected and the ideas I have for the change necessary to improve our City:

  1. Public Safety: Recruit an additional 15+ officers that have been in the City budget since 1989. We are still short the number of budgeted police officers. Place more officers in high crime areas.
  2. Reduce Property Taxes-Create a Firm Tax Cap: Reduce property taxes and freeze property taxes for residents 62+ years old or for those residents who have owner occupied their home for 20 or more years. We need to stop chasing mature individuals out of Annapolis.
  3. Certified City Manager:Hire a professional, certified city manager to run the day to day operations to avoid fiascoes such as The Market House, Police Station renovation, Annapolis 300 Celebration, etc.
  4. City Budget: Create a 100% transparent Government and City Budget. Create a line item budget where any item can be vetoed.
  5. Market House:Create a viable Market House with local vendors selling goods at reasonable prices and with proper ventilation.
  6. Transportation System: Improve our City public transportation by researching public and private partnerships, encourage shuttle bus usage, make downtown more pedestrian friendly and options for a larger parking garage. Lower the number of City Hall Parking places and encourage shuttle from stadium and sell parking passes,monthly or hourly.
  7. Communication: Better communication between county, state and federal agencies to make sure we are receiving all funding required to run our city efficiently.
  8. City Budget: Cut the City budget that has gone from 50 to 86 million. Look at each department to justify its existence and look to combine certain departments and reduce expenses. Cross train all employees to increase efficiency.
  9. Eliminate Cronyism: Eliminate all “pet” projects from the power of the Mayor’s office.

As we head into Election Day,  I ask for your vote on November 3rd, 2009. Both Ward 5 precincts will be voting at the Salvation Army located on Hilltop Lane next to the new Roger “Pip” Moyer Recreation Center at Truxton Park.

A vote for me will ensure that your property taxes would be CAPPED and the City will hire a certified professional to run the business side of the Mayor’s office. These two issues alone will make all Aldermen directly accountable to the citizens of Annapolis, instead of giving them the ability to hide behind the Mayor’s office.

My opponent does not support a Tax Cap and does not support a Certified City Manager. This sounds like “business as usual” in City Hall to me. If you want lower property taxes and a professionally run City than your choice is clear Jim Conley for Alderman Ward 5 on November 3rd, 2009. Thank you for your support!
