Petition Initiative Gaining Speed

The City Manager Petition drive moved to a new level this last week with a mailing to households across Annapolis. “The response was excellent,” according to Doug Smith, co-chair of the petition effort with Bill Kardash. “We have found there are still quite a few people who are not aware of the issue.  A letter in your mailbox was the best way to reach more than 10,000 people.

All of the candidates for Mayor, and almost all of the people running for Alderman, agree the city needs professional management. With a budget that has now grown from $48M to over $86 Million since 2001, people now recognize this is no longer a small town that can be run by politicians with no training in public administration, and zero business experience.

There is an issue about where the manager would report- we believe the city manager should report to the full city council. There are some who want to keep the city manager reporting solely to the mayor – in our view, that defeats the whole purpose, and is basically the same one-person rule we have today.”
