Anne Arundel County State’s Attorney Wes Adams announced that Annapolis businessman Shawn Titus, 44, was sentenced to 4 years of active incarceration for second degree sex offense and producing child pornography.
Titus was also sentenced to 5 years supervised probation and other special conditions, including no contact with victim, no unsupervised contact with a minor, no contact with a minor for a sexual purpose, no possession of child pornography, no use of any Internet site that displays or distributes child pornography, and to successfully complete a psychosexual evaluation and treatment.
“This crime violates children in a deeply disturbing way. I want to thank Judge Wachs for sending a message to the community that we will not tolerate sexual offenses or child pornography,” said Anne Arundel County State’s Attorney Wes Adams. “I also want to encourage anyone who has been a victim of sexual assault to feel comfortable to come forward and talk with our trained prosecutors who will work tirelessly to seek justice for your case.”
Titus secretly videotaped himself committing sexual offenses on a young boy from ages 11 to 13 from 1990-1993. Titus maintained the pornography tapes over the course of 25 years and through two moves across Anne Arundel County and the Eastern Shore. In 2015, these tapes were found and turned over to Maryland State Police.
“The identification and arrest of those who exploit and abuse children continues to be a priority for our troopers,” Maryland State Police Superintendent Colonel William Pallozzi said. “The support of members of the Anne Arundel County State’s Attorney’s Office during this investigation and prosecution is appreciated.”
“I want to thank the hard-working troopers of the Maryland State Police for their thorough and professional investigation which helped our prosecutor seek justice for the victims in this case,” said Adams. “Partnerships with law enforcement officers in our community can make or break our cases.”
Judge J. Michael Wachs sentenced Titus to 20 years, suspend all but 4 years, for second degree sex offense, and 4 years, to run concurrent, for producing child pornography. If Titus violates his probation, he could face serving the remaining 16 years of his sentence.
Assistant State’s Attorney Reva Chopra prosecuted the case.
