Former Annapolis Alderman Richard “Dick” Israel passed away last night after a long battle with Parkinson’s disease.

Israel resigned his position in April 2013 when he moved out of Ward 1 and Alderman Joe Budge was selected to replace him.

In a statement from Annapolis Mayor Michael Pantelides, the Mayor said, “Mr. Israel lived his life serving his community,” Mayor Pantelides said. “He guided his constituents and the city by holding us all to the highest standards of the law.”

As an Annapolis City Alderman, Israel served as the Chair of the Finance Committee and the Rules and City Government Committees with review of all proposed amendments to the City Charter and Zoning Code.

The bills introduced by Israel have left a lasting legacy on the city. These included establishing a citywide Heritage Commission and a Blue Ribbon Commission on City finances, the Adequate Public Facilities legislation, a Bond Fund and the Citizens Committee to Review Alcoholic Beverage Laws (CCRABL). His legislation also introduced First Sunday’s to Annapolis, March Madness, the Boat Shows, and the regulation of special events.

The Mayor’s office has said that City flags will be flown at half-staff as a show of respect.

Funeral arrangements are pending.
