Schuh announces ‘JumpStart Anne Arundel’ program

During his 2015 Budget Address, Anne Arundel County Executive Steve Schuh unveiled his “JumpStart Anne Arundel” Capital Funding Program

The program is designed to accelerate school construction, road repairs and water access, as well as expand the county’s bike trails, water access, and regional park network. 

“We have these problems because we are a growing vibrant county. That is a good thing. But doing nothing to provide adequate infrastructure is not,” said Schuh.  “We need to accelerate our investments in ourselves by building more schools, roads, public safety facilities, parks, and libraries.”

The program embraces a 30 year bond financing option, which is the most utilized financing options across municipalities. This reform will allow Anne Arundel County to increase capital spending by 150 million dollars over the next six years without increasing our annual debt service. All three rating agencies reaffirmed their ratings of the county after being briefed on this new 30 year bond strategy.

In FY 2016, the additional money made available by this reform would fund projects 

  • Public Safety Radio Project Acceleration
  • Public Boat Ramps on county rivers.
  • Anne Arundel Community College Improvements
  • South Glen Burnie Fire Station Renovation and Addition
  • Central Booking at Jennifer Road Detention Center
  • Police Academy Training Academy Land Acquisition
  • Crofton High School Planning
  • Pedestrian Bridge Connecting B&A  Bike Trail
  • West County Regional Park Planning
  • Riviera Beach Library

The County Executive’s budget plan is subject to approval by the County Council, and will undergo a series of public hearings in May.
