On March 7, 2015, at 8:39 p.m. Officers responded to the Irish Channel Pub located in the 1000 block of Route 3 North Gambrills for a report of a fight in progress.

Upon arrival, officers observed a large crowd at the front door. A male, later identified as Charles Ryan, was being restrained by three other people. Ryan was repeatedly shouting profanities at the Irish Channel staff, while attempting to fight the staff.

The manager of Irish Channel reported that Ryan did not pay his bill. The manager then confronted Ryan about the unpaid bill.

Ryan refused to show identification to officers, who could detect a strong odor of an alcoholic beverage coming from his breath. His speech was also slurred and he had red, glassy eyes.

Ryan was advised that he would be placed under arrest if he did not cooperate. He continued to ignore commands and was placed under arrest for disorderly conduct and failure to obey a reasonable and lawful order. After placing Ryan in handcuffs, he continued to shout profanities.

Ryan kept pulling away from an officer and tensing his muscles several times while handcuffed.

After convincing Ryan to sit in the police car, he continued to shout profanities, then started kicking both of his legs, assaulting the officer by kicking his legs. While being transported, Ryan verbally threatened the officer and made racially disparaging remarks as well.

Charles Alyosius Ryan, III, 45, of the 2200 block of Sansbury Drive, Chesapeake Beach, MD

Charged with second-degree assault on law enforcement officer, second-degree assault, disorderly conduct and failure to obey reasonable, lawful order.
