Last night, the Housing Authority of the City of Annapolis made their quarterly report to the City Council. The report itself was not much different than the pst ones–the organization is plodding along and meeting Federal requirements. But Carl Snowden Chairman of HACA , took about 20 minutes before the report to lambaste Mayor Pantelides for disparaging comments made to The Capital. Pantelides, in the WRNR and Eye On Annapolis Twitter debate last fall, said he would not re-appoint Snowden to HACA and has tried to come through on that promise.

Pantelides held true to his word and has nominated Sandra Chapman to replace Snowden, however, the City Council postponed the nomination. Alderman Kirby suggested that the Council would like to have more time to review the candidate and to allow the candidate to participate in a meeting. Chapman briefly took the podium and explained that she was never invited to the meeting, but would be pleased and honored to attend and participate. She said she was willing to wait until the council returned from recess to be confirmed.
With the nomination postponed (this is the 2nd of two nominations the Mayor has attempted and the Council has blocked), Carl Snowden will remain as Chair of HACA until a replacement for his position is named. But, he won’t be going too far. Earlier in the day, the HACA board met and authorized a new position Chairman Emeritus and named Snowden to the position. In this role, he will advise the Board and participate in meetings, but will not have a vote.
