On May 31, 2014 at approximately 5:20 p.m. officers responded to the parking lot of McDonalds, located at 2130 Generals Highway Annapolis, MD to check the well-being of two people who appeared to be asleep inside of a vehicle. A concerned citizen made the call after they noticed the adults were unresponsive.

Upon arrival, the officers observed two unresponsive adult occupants in the front compartment of the vehicle. They further observed an infant in the rear seat. The infant was alert. Paramedics also responded to the scene. The paramedics had to physically wake up the two adult occupants.

Further investigation revealed that the two occupants were the parents of the 8-month-old infant. When officers made contact with them, the adult male, who was in the driver’s seat, struggled to hold his balance and his speech was slurred. When the female occupant exited the vehicle from the passenger side, she stumbled and her speech was slurred. Officers observed evidence of suspected “synthetic marijuana” in plain view in the vehicle. At this point, the parents were determined to be under the influence and were neglecting the child.

Officers continued their investigation and located packages of suspected “synthetic marijuana” known as “K2” and smoking devices inside of the vehicle. Officers recovered the evidence which will be submitted for further lab analysis.

Both adults were placed under arrest and charged with neglect of a minor and the possession of CDS Paraphernalia. The child was transported to Anne Arundel Medical Center for a precautionary evaluation. Child Protective Services was notified and as part of the safety plan for the child, he was released to his grandfather.
