Annapolis Director of Transportation resigns

nnapolis Mayor Michael Pantelides announced today that Richard Newell has resigned as Transportation Director and Dr. Kwaku Agyemang-Duah will be Acting Director.

“I am grateful to Mr. Newell for his dedication to the needs of the City and to the citizens he served over the years,” Mayor Pantelides said. “I wish him much success.”

Mr. Newell will be staying on for two weeks and will be working with Dr. Agyemang-Duah to ensure a seamless transition in operations. Dr. Agyemang-Duah has been the City’s senior transportation planner since November of 2000.

Mr. Newell said he is resigning to pursue other opportunities. “I wish the Mayor and City Council well and thank them most sincerely for the opportunity to add value to the department and to address the challenges of Annapolis Transit, but the time has come for me to go,” Mr. Newell said.

Richard Newell came to the City as its transportation director in October of 2010. Prior to Annapolis, he was the director of bus operations at the Maryland Transit Administration and an executive for Cleveland’s regional transit authority.

With more than 37 years of experience in the transit industry, Mr. Newell was responsible for all mobility efforts while overseeing the City’s parking facilities. Since becoming director, he corrected longstanding maintenance challenges to fortify the City’s bus fleet.

Among other accomplishments, Mr. Newell implemented the Circulator trolley to create connectivity between City garages and the Central Business District, implemented market pricing, increased the garage parking occupancy rate, increased garage revenue for the past three consecutive years, upgraded parking meters to accept credit and debit cards, and put out the RFP for phone payment capability on parking meters.

“Richard ‘s accomplishments in turning around City transit operations, starting in 2010, are impressive and he has been an asset to the City, said Acting City Manager Virginia Burke. “I wish him only the best in his future endeavors.”

Mr. Newell has agreed to continue to work collaboratively with the Central Maryland Regional Transit Agency over the next two weeks.
