5 Arrested In Edgewater Heroin Sting

On Thursday, February 6, 2014, officers from the Southern District were detailed to Operation H.O.P.E. (Heroin Overdose Prevention & Eradication).  During the initiative last night, a total of five arrests were made involving three different incidents.  One incident led to the arrests of three individuals and the seizure of several thousand dollars worth of heroin and cocaine.

At approximately 3:30 p.m., Southern Patrol and Operation HOPE officers responded to the 100 block of Mitchells Chance Road in Edgewater, Maryland, for a controlled dangerous substance complaint. Officers approached a brown Ford Explorer that was occupied by a male. Officers looked in the passenger window and observed a hypodermic syringe cap lying on the passenger seat. Operation HOPE officers then observed a belt next to the drivers right arm. The officers knew that belts are used as make shift tourniquets in order to inject heroin.

Upon interviewing the driver, Operation HOPE officers located a fully loaded hypodermic syringe under the driver’s seat along with a still warm spoon behind the center console. The suspect was charged with possession of heroin, CDS administer and possession paraphernalia. The suspect was identified as Joseph Andrew Gaetano, 22, of the 400 block of Walton Road in Huntingtown, Maryland.

At approximately 4:38 p.m. in the parking lot of 2002 Annapolis Mall, Annapolis, Maryland.  Officers were on foot patrol when they observed an individual seated in the front seat of a silver Honda Civic.  The officers approached the vehicle and upon looking inside saw the person seated in the driver’s seat holding a hypodermic syringe in his hand.  The officers also observed a silver spoon located on the center console.  Operation officers ordered him to drop the syringe at which time he was placed under arrest.

Upon searching the vehicle, the officers located a capsule containing suspected heroin on the floorboard, another folded up piece of paper containing suspected heroin and 29 syringes. The suspect was identified as Adam Scott Konsistorum, 27, of the 1100 block of August Drive in Annapolis, Maryland. The suspect was charged with possession of heroin, CDS administer and possession paraphernalia.

On February 6, 2014, Operation HOPE officers observed a male seated inside a vehicle parked in the Best Western parking lot located in the 2500 block of Riva Road in Annapolis, Maryland. Officers approached the vehicle and observed material used in the ingestion of crack cocaine. The male (Sean Salisbury) was taken into custody where cocaine and heroin were recovered.

As they were talking to this suspect, they observed another male (Dewayne Adrian Mason) come out of one of the hotel rooms and drop a small object on the ground upon observing the officers. The officers found that Mason had dropped two small baggies containing crack cocaine and cocaine HCL totaling approximately seven grams. Both suspects were arrested and transported to Southern District for processing.

Operation HOPE officers along with the Special Enforcement Section obtained and executed a search warrant for the hotel room. Located inside was 21.6 grams of heroin with a value $2,592 and 30 grams of cocaine with a value of $2,700. Another person related to the two suspects, Franklin Mason, was also arrested for open warrant for possession w/ intent to distribute CDS.

Suspect: Dewayne Mason, 35 of the 100 block of Bloomsbury Square, Annapolis, MD

Charged with controlled dangerous substance (CDS) possession and CDS possession with intent to distribute

Suspect: Sean Lovell Salisbury, 44, of the 5600 block of Shadyside Road, Churchton, MD

Charged with CDS possession and possession of paraphernalia

Suspect: Franklin Leon Mason Jr., 61, of the Unit block of West Washington Street Annapolis, MD 21403.
