Police Chief Davis Appoints Chief Of Staff, Assistant Chief

Anne Arundel County Police Chief, Kevin Davis, has appointed two former Prince George’s law enforcement officers to top spots within the department. Assistant Chief Bill Lowry is a 27 year vet of the PGPD, Director of Security for the Washington Redskins, and a project manager with NASA.  Chief of Staff Amal Awad served with the PGPD for 23 years in various capacities prior to retiring. Lowry’s appointment is effective today. Awad’s will be effective on December 19, 2013.

Bill Lowry was born in Martinsville, Virginia and has been a resident of Maryland since 1967. Bill served as a member of the Prince George’s County Police Department for twenty-seven years (1973-2000). He has an extensive background as a Commander in patrol operations, criminal investigations, hostage/barricade incidents, internal affairs investigations, narcotic investigations, tactical operations, executive protection assignments, and managing multi-agency task force initiatives.

Due to Bill’s expertise in special events management and planning, he was selected by the Chief of Police and Public Safety Director as the operational law enforcement official to spearhead the public safety protocols at FedEx Field, home stadium for the Washington Redskins . Bill wrote the Department’s Operations Plan, developed training programs, selected/trained personnel, and established liaisons with Prince George’s County community leaders, elected officials, and representatives from the Washington Redskins organization. This was the largest public safety initiative in the history of the Prince George’s County Government.

In June 2000, Bill began his career in the private sector with the National Football League as the Director of Security Operations for the Washington Redskins. Bill was responsible for the development and implementation of security plans for FedEx Field, Redskins Park, and the Redskins Training Camp. He provided security details for the Washington Redskins Football Club and the Washington Redskins Ownership Group. Bill was selected by the National Football League to co-chair a panel at the Regional Security Seminary in New York regarding Post -9/11 Security Procedures at NFL Venues.

In April 2004, Bill entered back into public service with the National Aeronautics and Space Administration (NASA). Bill was selected as the Project Manager for the Emergency Management Program at the Goddard Space Flight Center, Greenbelt, Maryland.  Bill was responsible for the development, evaluation, and assessment of emergency management capabilities and Continuity of Operations Plans (COOP) at Goddard and three NASA facilities in Virginia, West Virginia, and New York City. As a Special Agent with federal arrest authority and a Top Secret security clearance, Bill served as the Center’s main point of contact with federal, state, and local law enforcement agencies and emergency services providers.

In August 2006, Bill was asked to enter back into the NFL as the Senior Director, Security and Access, for the Miami Dolphins and Sun Life Stadium. Bill became the only person in the history of the National Football League to be selected as the Director of Security Operations for two NFL teams. Bill was responsible for identifying and developing security programs to protect critical business activities, physical infrastructure, and human resources for the Miami Dolphins (NFL), University of Miami Hurricanes (NCAA football), and the Florida Marlins (Major League Baseball).  Bill was the stadium security and traffic representative for multiple Orange Bowl games and the NCAA Bowl Championship Game. During Super Bowl XLI in February 2007, Bill coordinated over twenty-five (25) Public Safety/Emergency Preparedness training exercises with local, state, and federal law enforcement agencies.

In February 2009, Bill was appointed by NASA at Headquarters in Washington, D.C. as the Agency Emergency Management Liaison responsible for executive and functional leadership, policy formulation, and program oversight of NASA’s Agency Emergency Management and COOP Program at fifteen (15) Centers/Facilities throughout the United States. He was the Director of the NASA Agency Emergency Operations Center (EOC), responsible for Agency oversight of emergency incidents that occur at the NASA Centers/Facilities, and as the NASA point of contact to coordinate activities with the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA).

Bill was a Special Agent and received a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance. Bill was selected to serve as the Project Manager for NASA’s first Agency-wide Emergency Notification and Employee Accountability System, NASA’s first Agency-wide Incident Management System, and oversee NASA’s H1N1 Preparedness Plan He was selected by the NASA Headquarters Organization Excellence Branch, in collaboration with Georgetown University’s Government Affairs Institute, to participate in the prestigious Congressional Operations Seminar on Capitol Hill.

In April 2013, Bill was appointed by the NASA Assistant Administrator for Protective Services as the Program Manager for the NASA Insider Threat and Detection Program; tasked with developing the program from inception to full Agency implementation in adherence to Presidential Executive Order 13587.

Bill has been married to his wife, Sylvia, for 40 years. They have raised three boys; all of whom are married. Bill and Sylvia are active members of the First Baptist Church of Upper Marlboro, where Bill serves as a Deacon and Sunday School teacher.

Amal Awad was born in Washington, D.C. and joined the Prince George’s County Police Department in 1990.  Her first several years on the agency were spent at the Hyattsville and Bowie District Stations, where Amal served on the Action Team and Community Policing Unit.   She earned her promotion to sergeant and supervised a Special Assignment Team and the Robbery Suppression Team.  Amal was promoted to lieutenant and was assigned to the Clinton District Station as a patrol shift commander.

Amal was promoted to the rank of Captain and was assigned to the Palmer Park District Station as the Assistant District Commander.  Amal then served with the Bureau of Support Services as the Executive Officer to the Deputy Chief running the bureau’s day-to-day operations.  She was later selected to command the Community Services Division, leading agency-wide community outreach efforts.  Amal served the Chief of Police as his Executive Officer, overseeing all administrative matters for the nation’s 27th largest police department.

Upon Amal’s appointment to the rank of Major on September 11, 2011, she returned to the Bowie District Station as its Commander.

Prior to her retirement, Amal returned to the Office of the Chief where she served as the Executive Officer to the Assistant Chief of Police.  Amal graduated from Johns Hopkins University (JHU) with a Master of Science degree in Management, and was awarded JHU’s prestigious Public Safety Leadership Award.  Amal is married to her wife, Jade, and they raise one young daughter.

“Amal’s strong people and administrative talents will enhance the capacity of the Anne Arundel County Police Department to stand as a public safety leader in a growing and dynamic jurisdiction,” said Police Chief Kevin Davis.
