Scott Shaffer Named Chief Economist For Anne Arundel

2013-10-01_ScottLast week, County Executive Laura Neuman announced the appointment of Scott Shaffer to the position of County Economist – a first for Anne Arundel County. In this new role, Mr. Shaffer is responsible for assisting the Office of the Budget and Office of Finance in their data collection and analysis, so that appropriate metrics can be developed that look more deeply into the economic impact of legislative proposals. He will also analyze and find spending efficiencies within County departments and identify national and statewide trends that set Anne Arundel County apart. In addition, he will work on special projects which include assessing the economic impact of stormwater fees and examining and comparing tax structures of Anne Arundel County to other counties in the state.

A business analyst with nearly two decades of experience, Mr. Shaffer has proven success in developing business intelligence strategies, implementing performance measurement initiatives, forecasting economic trends and designing financial models

“I am looking to Scott to provide data for us to make informed decisions to serve the citizens of Anne Arundel County,” said Executive Neuman. “He is an advocate for ‘you can’t manage what you don’t measure,’ and his expertise in process improvement and critical analysis will guide our decision-making process with a data-driven approach. We talk about how great Anne Arundel County is, and now Scott will be able to provide the data to support that anecdotal evidence.”

An Anne Arundel County native, Mr. Shaffer holds a master’s degree in Applied Economics from The Johns Hopkins University and a bachelor’s degree in Economics from Guilford College.

Prior to his work in County government, Mr. Shaffer worked as a Project Specialist for FTI Consulting, Inc. He also served as a Senior Financial Analyst for Covington & Burling, LLP; Financial Analyst for Custom Direct, LLC;  Delivery Planning and Channel Information Analyst for Allfirst Bank (M&T Bank); Financial Systems Developer  for Space Telescope Science Institute; and Project Analyst for NationsBank (Bank of America Corp.).
