IMG_5433Bernard Sarra, sophomore nose guard is ready to take on Air Force in the game that almost wasn’t.  Eye On Annapolis will be live blogging the game and will have a recap, as usual, after the dust settles and Air Force is sent packing.

This game almost was not played due to the government shut down. At the last minute, Secretary of Defense, Chuck Hagel gave the green light and the kickoff is scheduled for 11:40am. The game will be aired live on CBS.

This is the 46th time that Navy has met Air Force on the gridiron and this game is the first leg in the battle for the Commander In Chief’s trophy which has become a permanent fixture in Annapolis. Navy has won the trophy 8 of the last 10 years.

Navy quarterback, Keenan Reynolds is expected to start today after coming off a head injury sustained in the last 4 minutes of the Western Kentucky game last week. That game dealt Navy their first loss of the season.

At halftime, the 1963 Cotton Bowl team will be recognized on the 50th anniversary of the greatest team to play at Navy. That team finished 9-2 and was ranked No. 2 in the country. The Mids owned victories over West Virginia, William & Mary, Michigan, VMI, Pittsburgh, Notre Dame, Maryland, Duke and Army. The Army game was played a week later than it was supposed to after the assassination of President John F. Kennedy. The Mids lost in the Cotton Bowl to No. 1 Texas, 28-6.

staubachRoger Staubach, in attendance today, won the Heisman Trophy that year, the second and last Navy player to win college football’s highest honor (Joe Bellino won it in 1960). Staubach ran for 418 yards and eight touchdowns, while throwing for 1,474 yards and seven touchdowns in that magical season.

hardinstaubachAlso at halftime, the coach of the 1963 team, Wayne Hardin, will be recognized for being inducted into the College Football Hall of Fame. Hardin is the 24th person affiliated with the Naval Academy to be inducted into the College Football Hall of Fame and the third head coach, joining Gil Dobie (17-3 at Navy from 1917-19) and George Welsh (55-46-1 at Navy from 1973-81). Hardin will officially be inducted at the 56th National Football Foundation’s Annual Awards Dinner on December 10th, 2013, at the Waldorf-Astoria in New York City and officially enshrined in the summer of 2014 at the College Football Hall of Fame in Atlanta, Ga. Hardin compiled a record of 38-22- 2 as Navy’s head coach from 1959-64, including a 5-1 mark against Army and a 3-3 record against Notre Dame.

He coached two Heisman Trophy winners in Joe Bellino (1960) and Roger Staubach (1963) and led Navy to two New Year’s Day bowl games. The 1960 team compiled a record of 9-2 and was ranked No. 4 in the country under the direction of Hardin and earned victories over Boston College, Washington, SMU, Air Force, Notre Dame, Virginia and Army before losing to Missouri, 21-14, in the Orange Bowl. In 1963, the Midshipmen rose to No. 2 in the national rankings with a 9-2 record before losing to No. 1 Texas, 28-6, in the Cotton Bowl.

Jourdan Looney of Waldorf, MD defeated Aldrin Racelis of Temecula, CA in the 185# Weight class

Round 10

Reuben Druckery of New Orleans, LA defeated  Anthony Alexander of Detroit, MI in the 195# Weight class. With a win, Anthony would have been a recipient of the Tony Rubino Four-Time Brigade Champion Award having won his match the previous three years. The fight was stopped by the referee after several hard blows by Druckery. Alexander pleaded with the referee.

MP Salinas of Spring City, PA was defeated by Charles Patterson of Honolulu, HI in the Heavyweight class.

Round 12

Sam(antha) Glaeser of Millstadt, IL was defeated by Stephanie Simon of Vancouver, WA in the 156# Weight Class. With a win, Sam would have been a recipient of the Tony Rubino Four-Time Brigade Champion Award having won her match the previous three years.

Interesting observation during the National Anthem.  There was a LARGE crowd doing that irritating “O” thing (reference the Orioles) during the song.  That is rare (if not unheard of) at this stadium for a Navy game.  Obviously not a Pitt thing.  So, I am guessing that the “home” crowd is more regional than Navy specific.

Leading into the game (kickoff 230pm) there will be a number of pre-game festivities including the Budweiser Tailgate on the Blue side of the stadium.  The tailgate is FREE and open to all ages.

Beginning at 2pm, the pre-game festivities will take place inside the stadium and will include:

TEAM FASTRAX PARACHUTE JUMP TEAM – This team consists of military veterans from Rangers, Special Forces, and Airborne units who have combined more than 300,000 jumps. Jumping into the stadium today will be Alex Hart, Dave Hart, John Garrido, Dan Paganinni, John Hart, Nathan Moore, and Dana Bowman.

THE NATIONAL ANTHEM – The anthem will be sung by Miss America 2016, Betty Cantrell. Cantrell is from Warner-Robins, GA and is a junior at Mercer University studying musical performance!

TODAY’S FLYOVER – The Gunslingers, VFA-105 is based out of Naval Air Station Oceana in Virginia Beach. The team flying the A/A-18E Super Hornets are in the process of work-ups in preparation for deployment this summer with CVW-3 aboard CVN-69 Dwight D. Eisenhower.

THE GAME BALL – The game ball will be presented by Maryland Governor Larry Hogan and Speaker of the Maryland House of Delegates Michael Busch to Northrop Grumman CEO Wes Bush. Bush will then be accompanied to midfield but USNA Superintendent  ADMIRAL Walter E. “Ted” Carter and University of Pittsburgh Chancellor Patrick D. Gallagher.

COIN TOSS – Today’s coin toss honors will be performed by the Senior Enlisted Advisor to the Chairman of the Joint Chiefs of Staff, Command Sergeant Major John Troxell, along with 8 recipients of the Congressional Medal of Honor–the nation’s highest military decoration presented for acts of valor in the face of enemy danger.

Unlike most Navy football games, there will not be any march-on of the Brigade of Midshipmen (they are on Christmas break), nor will there be any cannon fires to signify scores and end of play.

Navy looks like they will take this game as a win.  This will bring them to 4-4 with 2 more needed to be “Bowl Eligible.”  Upcoming games are Notre Dame (next Saturday at Fedex Field),  Georgia Southern (11/15 Home), South Alabama (11/28 Away) and Army on December 13th at M&T Bank Stadium.  Navy needs 6 wins to be bowl eligible. Notre Dame will be tough, South Alabama is right after Thanksgiving. Some critical games coming up.

Reynolds had a big ass run (47 yards) to set Navy up for a touchdown. Then he ran it in for his 50th career touchdown!  This is a school record and he just surpassed Ricky Dobbs’ record of 49.  Reynolds still has another year at Navy.

Annapolis Mayor Michael Pantelides announces storm-related updates including meeting cancellations.

The Transportation Committee meeting scheduled for 6 p.m. and the Housing and Community Development Committee meeting at 7 p.m., both scheduled for tonight, March 3, have been canceled due to the weather.  Also, the “Pip” Moyer Recreation Center and the Stanton Community Center are closed today along with City government offices.

Annapolis Transit is operating on a regular schedule.

Public Work crews started their first shift at midnight and have been treating the ice on roads and sidewalks.  Now that it is snowing, crews are clearing roads using 17 trucks, including contractors, and continue to make passes along the emergency and connector routes.  As long as the snow is falling, DPW crews will focus on the main routes with concentration on the secondary routes when the snow stops.

Crews continue to work on 12 hour shifts to ensure roads are being cleared.

Please remember, when the snow stops, it is the business and residents responsibility to clear public sidewalks of snow and ice within 3 hours after the snow or sleet has stopped falling, except when the snow or sleet stops falling between 3 p.m. and 6 a.m., then the snow/ice must be removed from the walk before 11 a.m. the next day.

There will be no refuse or recycling collection today.  Monday’s scheduled collections will be picked up on Tuesday, and Tuesday’s scheduled collection will be picked up on Wednesday.  There will be no bulk or yard waste collection this week.

The four City garages were opened yesterday at 5 p.m. in an effort to get vehicles off the roads. Residents are requested to park vehicles in driveways and off public streets so plows can be more efficient clearing snow. For residents who don’t have off-street parking, City garages are available, free of charge, through the duration of the storm:

  • Noah Hillman Parking Garage – 150 Gorman Street
  • Gotts Court Parking Garage – 25 Northwest Street
  • Knighton Parking Garage – 1A Colonial Avenue
  • Park Place – 5 Park Place

Residents should come in the gate and take a ticket as normal. Before leaving the garage, residents should go to the garage office and get a snow voucher by showing proof of residency.  The garages will remain available until further notice.

The Office of Emergency Preparedness & Risk Management (EPARM) activated at 2:00 this morning and will continue to monitor the winter storm.

The Annapolis Call Center was activated at 8:00 this morning for all non-emergency calls. Annapolis residents can call 410-260-2211 regarding road conditions or any non-emergency snow related questions.

City Snow Plan:  PHASE I / LEVEL I (1″ to 4″ Snow fall) – Requires all vehicles on emergency snow routes to be equipped with all-season radials, snow tires or chains. We expect to make the emergency snow routes passable within 12 hours of the end of the snow fall, snow connector routes will be made passable within 24 hours of the end of the snow fall, and all other routes will be made passable within 36 hours of the end of the snow fall.

PHASE II / LEVEL II (5″ to 8″ Snow fall) – Vehicular parking is banned on emergency snow routes; in advance of a Snow Emergency, residents will be directed to move their vehicles off Snow Emergency Routes to avoid towing and impound. We expect to make emergency snow routes passable within 24 hours of the end of the snow fall; Snow Connector Routes will be made passable within 36 hours of the end of the snow fall; all other routes will be made passable within 60 hours of the end of the snow fall.

PHASE III / LEVEL III (9″ to 14″ Snow fall) – ALL vehicles will be prohibited from operating on any street within the corporate limits of Annapolis except snow equipment, emergency vehicles or others authorized by the Mayor. All previous restrictions prevail. Snow Emergency Routes will be made passable within 96 hours of the end of the snow fall, Snow Connector Routes will be made passable within 120 hours of the end of the snow fall, all other routes will be made passable within 144 hours of the end of the snow fall.

EPARM will activate the Annapolis Call Center at 8 a.m. Monday, March 3 for all non-emergency calls. Annapolis residents can call 410-260-2211 regarding road conditions or any non-emergency snow related questions.

Public Works crews are ready to respond to the snowfall with 13 crews to clear the 276 miles of paved lanes. The City has an ample supply of salt on hand.

All Anne Arundel County Government Offices will be closed on Monday, March 3, 2014 due to an approaching winter storm. All essential and emergency personnel must report at their regularly scheduled time.

“If this storm tracks as forecast, it will be the most challenging storm of the season for Anne Arundel County,” said County Executive Neuman.  “I urge all citizens to exercise extreme caution and only venture out on roadways if absolutely necessary.  The Emergency Operations Center and the Department of Public Works will lead our response to the storm.  We can all do our part by staying home and allowing road crews to do their jobs.”

The National Weather Service has issued a winter storm warning for our area.  The forecast is for snow accumulations up to 14 inches with icy road conditions expected.  The Emergency Operations Center will activate at 6:00 a.m. Monday morning to coordinate the response.  The Department of Public Works has also activated crews to work around the clock throughout the storm and during the recovery phase.

Based on the forecast, the Department of Public Works will provide the following published levels of service:

  • Provide immediate access on County-maintained roadways for responding public safety vehicles;
  • Provide bare pavement vehicular access on County-maintained arterial and collector roadways up to 36 hours after the end of the storm;
  • Provide passable vehicular access on County-maintained local roadways up to 3 days after the end of the storm;
  • Provide public safety by closing roads impacted by flooding, downed power lines, or other roadways safety hazards;
  • Provide employee and general public safety while performing road operations; and
  • Provide property and environmental protection while performing road operations.

Please utilize the following winter weather safety tips in preparation and during the impending storm:

  • If you must travel on the roadways, use extreme caution while driving.
  • Keep a safe following distance between you and the car in front of you during slick conditions, maintain low speeds and turn on your lights to increase visibility.
  • Brake gently to avoid skidding.
  • If you must travel, clear all snow from your vehicle, and make sure your vehicle is properly winterized and equipped with all-season or snow tires.
  • Carry a survival kit:  flashlight, non-perishable food such as protein and/or energy bars, water, sand or other traction material and a shovel in your vehicle
  • Dress appropriately for the cold weather by wearing coats, hats (as much as 50% of body heat is lost through the head), scarves or knit masks to cover the face and mouth, and gloves or mittens.
  • Dress in layers of loose-fitting clothes to wick moisture from the body, including extra socks.  Wool, silk or polypropylene inner layers hold in more body heat than cotton.
  • If shoveling snow, take frequent breaks to avoid over exertion.
  • Drink plenty of water.  Avoid alcohol and caffeine; they dehydrate the body and can cause the heat to be lost more rapidly, increasing the risk of hypothermia.Never leave space heaters unattended.
  • Always use generators outdoors, away from doors, windows and vents.  Follow manufacturer’s instructions for safe usage.

I am not sure of the exact quantity, but it appears that more provisional ballots are being rejected than accepted. With 131 provisionals in play, once 81 are eliminated, it will be mathematically impossible to overcome the deficit.

Most of the rejections are because of voter not living in the City limits. The City is confusing and one might easily have an Annapolis mailing address, but live in the County.  Example, Chesapeake Harbour, Bay Ridge, Arundel On The Bay, Oyster Harbor, Hillsmere, etc are all county–not city.

Cohen’s attorney, Jonathan Kagen made a statement that the Mayor protested the protest of many votes because he wants to insure that every vote counts.  He said that the Mayor was going to be making a statement this afternoon after the results are known.

The Pantelides team is out in force.  It appears that the only Cohen representatives are his attorney and a few campaign volunteers including Gail Smith and John Eldridge.

County Executive Laura Neuman is also here to observe.

To recap, we have heard there are 131 provisional ballots to be counted, yet the attorneys will only say “in excess of 100.”

Here is the skinny.  The BOE, well technically the Board of Canvassers recessed at 440am this morning.

ALL of the absentee ballots have been canceled, but they were divided into groups in case there is a legal challenge.

Some ballots were immediately dismissed because they were non-compliant. Many were accepted right away because they were 100% compliant.

A large number did not have postmarks or time stamps and had tape sealing the envelope. These were disputed initially, but after learning that the City Clerk’s office may have caused the error by not stamping them and “further sealing” the envelopes, both sides of attorneys agreed to let them be counted.

There were also ballots that were initially contested, but upon review from the Board, were allowed. They were challenged for many different reasons ranging from irregular signatures, improper seals, etc.  The Board needed a unanimous vote to pass them along, but opted to break them in different batches to facilitate the process in case there was a legal challenge.

In the first round there were 220 ballots that were scanned by the machine.  Of these Cohen received 109 votes and Pantelides 108.

The second round (actually many rounds because of the breaking out) saw 50 ballots. 39 went to Cohen, 8 went to Pantelides.

The score right now is Pantelides-3897; Cohen-3847.  It is a 50 point spread.

Provisional ballots will be counted at noon today and the result of them, absent a legal challenge, will determine our next Mayor. Provisional ballots are paper ballots filled out at the polls because someone is unable to vote electronically. Reasons for this may be incorrect polling location, not on the voter registration rolls, change of address issues, not listed as a voter, etc.  The City has sent the names of the all the provisional voters to the County for verification that they are indeed eligible to vote.  There are 131 such ballots.

For Cohen to retain his seat, he will need to 70% of them to win by 6 votes (3939 – 3936)–however in that case, a Pantelides challenge may be eminent. If Cohen gets 69% of the votes, he loses by a single vote.

Was told by the Campaign Manager of Cohen for Mayor that the lawyers have agreed to accept ballots that are not postmarked or timestamped and to accept ones sealed with tape (versus the integral sealant in the envelope).

However, there still seems to be discussion on this.  If this is indeed true, there is no definitive way to see exactly when the ballots were turned in.

The BOE has gone into private session to talk to the City Attorney.  They have been in there for about 40 minutes.  My guess is that this will extend into tomorrow.

Kitty Higgins, Chair of the Annapolis Democratic Central Committee; Classie Hoyle, Alderman for Ward 3; and Ashley Heffernan are holding a press conference at 530pm.  Unsure as to the topic, but it will be without Josh Cohen who is attending a Maritime Trades Awards event with Senator John Astle and AAACCVB CEO, Connie DelSignore.  5:30pm…hmm, I suspect it is timed perfectly for the news lead-in.

The procedure is getting very contentious. Lawyers arguing the process. Citizens picking up challenge forms. Citizens demanding to know if their vote was rejected, accepted, challenged, or left for more scrutiny.

They have worked through the absentee ballots and divided then into 5 piles:

  • Accepted
  • Rejected
  • Accepted but challenged
  • Rejected but challenged
  • Needs further review

The needs further review is by far the largest group of ballots. The majority of the ballots appear not to have been postmarked or timestamped. Delegate McMillan’s ballot falls into this category, yet he says it was turned into the City the day of the election.

They are now working through 15 emergency ballots in the same manner. Emergency ballots are for extenuating circumstances where a voter was planning to vote, but is unable–think a serious illness or accident.  A bipartisan team of two will go to the voter and have them fill out the application as well as the ballot and they can vote in their location.

After this, they will go through the 130 provisional ballots that were cast on election day. Provisionals are paper ballots for people that cannot vote electronically. It may be because they do not appear on the voter rolls, they are not a resident, or some  other reason. No one will be turned away from voting.  For example, Chesapeake Harbour is actually in the COUNTY and they do not vote, but many residents will come to the City election insisting. They will be allowed to vote provisionally and ultimately their ballot would be disqualified because they are not a city resident.

Just spoke to Delegate Herb McMillan. According to him, his ballot was disqualified. There is a question if it was set aside for review, or disqualified.

Anyhow, it was not accepted because it was no postmarked.  McMillan said that he turned the application into the Board of Elections on Election Day.

OK back at the old Recreation Center and the panel is still going through the ballots one by one. They are examining that the voter requested the absentee ballot, that the voter was qualified to vote, and that the signatures are matching.  This is a long and tedious process. photo-9Board now going over irregularities and resolutions from Election Day.  These are usually errors by judges and are noted during day and resolved in the reconciliation by judges in the polls.  For example, a husband mistakenly issued wife’s ballot and vice versa.  This will be noted as such.  If a voter leaves before casting a ballot, the number of issued ballots will not equal the number of cast ballots. Most of these are resolved at poll prior to returning results to Election Office.
