Neuman Fills Public Works Spot

ChrisPhippsChristopher J. Phipps, who has been serving as Acting Director for the Department of Public Works (DPW) since July 1, 2013, will assume the position permanently. Announcement of the appointment was made today by County Executive Laura Neuman.

DPW is the County agency responsible for vital infrastructure services such as water, sewer, trash, recycling, roads and utilities.

“Chris is a long-time public servant with stellar credentials,” said County Executive Neuman. “He has a keen understanding of the challenges that lie ahead for the Department, which include a myriad of complex regulatory responsibilities and the integration of new technologies and automation to improve the delivery of services to County residents. Chris has one of the most important roles in the County; he is responsible for the services we don’t always think about, but the ones we can’t do without.”

Mr. Phipps has worked for the Department of Public Works’ Bureau of Engineering for 18 years, the last 11 years as Deputy Director. In that capacity, he was responsible for the execution of the County’s $2.9 billion Capital Improvement Program including water and wastewater infrastructure; roads and bridges; County facilities, such as new fire stations, police stations and libraries; park facilities; environmental restoration projects and waterway dredging. He also led the Bureau of Engineering’s efforts to conduct hydraulic modeling; watershed analyses; geographic information systems; and surveying.

Mr. Phipps holds a degree in civil engineering from Virginia Tech and is a registered professional engineer in the State of Maryland. He is a member of the American Society of Civil Engineers, American Water Works Association, Water Environment, Construction Management Association of America and American Public Works Association. Mr. Phipps and his wife, Leah, have made their home in Anne Arundel County the past 15 years.
