Severn Man Struck, Killed In Arnold Crash

pedestrian accidentOn April 6, 2013 at approximately 9:07pm, officers from the Eastern District responded for a report of a motor vehicle collision involving a pedestrian at College Parkway near Bellrive Road in Arnold 21012.

Officers arrived on scene and located a 2002 Volvo on the westbound shoulder of College Parkway with damage consistent with a pedestrian crash. Officers also located a pedestrian who had suffered fatal injuries in the westbound lane of College Parkway. Anne Arundel County Fire Department Paramedics pronounced the pedestrian, Thomas James Grant Becker, 20,  dead the scene. The driver of the car, Larry Madsen of Annapolis and the front seat passenger , Margaret Madsen of Annapolis, sustained minor injuries and refused treatment at the scene. Crash Investigators from the Traffic Safety Section were dispatched to the crash scene and assumed responsibility for the investigation.

The initial investigation revealed that the Volvo was traveling west on College Parkway when it struck a pedestrian in the westbound lane.  All evidence at the scene shows the pedestrian was in the travel portion of the roadway wearing dark non-reflective clothing.

It is unknown if speed or alcohol are contributing factors at this time. Pedestrian error was listed as the primary cause of this crash. There were no marked crosswalks or pedestrian signals near the area of the crash. The investigation is on going.
