Man, 29, Arrested In Indecent Exposure CasesAnnapolis Police Department detectives were able to identify and charge a suspect in several indecent exposures after asking for the public’s help. Police asked the public to be on the lookout for a car linked to several cases in the area surrounding Forest Hills Avenue. Police said Miguel Avelar Medina, 29, of Annapolis was charged with three counts of second-degree assault, three counts of indecent exposure, and three counts fourth-degree sex offense.

Legal Loophole Allows Violent Offenders To Own Guns. A loophole in the state’s current gun laws allows those charged with violent crimes who received a verdict of probation before judgment to buy and sell firearms. Last year, 1,480 people across the state who were arrested for first- and second-degree assault received probation before judgment, which does not legally count as a conviction, state statistics show. Forty-seven people charged with armed robbery with a dangerous weapon also received probation before judgment.

House Committee Passes Amended Gas Tax Bill. The governor’s plan to increase the gas tax to help replenish the state’s dwindling transportation fund cleared its first hurdle Monday night as the House Ways and Means Committee passed the bill with some changes. The governor’s plan and the House committee’s amended version both promise to raise about $3 billion over the next five to six years for what lawmakers agree is much-needed cash for transportation projects to help ease congestion and expand mass transit.

Police Probing Organized Check-Theft Scheme. Howard County police are investigating what they called a well-organized and complicated theft scheme in which thieves are breaking into cars, stealing purses and then using the victims’ checkbooks to drain bank accounts. Detectives said there’s been a spree of similar activity along the East Coast for the past few years, which makes them believe there’s likely a network of people working together to commit the crimes.
