Annapolis Mom Charged With Killing Daughter, 2Annapolis police have charged a woman with killing her 2-year-old daughter. Police on Thursday charged Chelsea Booth, 25, with first- and second-degree murder and child abuse resulting in death. Detectives were called Wednesday by a concerned citizen who said he or she had not seen the child, Kassidey Booth, in several days.

Anne Arundel Schools Drafting Social Media Policy. More teachers could be logging on to social media as an educational tool in Anne Arundel County, where the school district is in the early stages of crafting a social media policy for students and teachers. The policy would lift restrictions on how popular sites like Twitter, YouTube and Facebook can be used in school.

Police: Owings Mills Mom Sought Help Before Her Death. Baltimore County police said a woman who was found slain in her Owings Mills apartment on Tuesday had sought police help because she was afraid of the man who has since been arrested and charged with killing her. Katie Hadel, 33, was found stabbed to death in a bedroom in her apartment on Wellhaven Circle around 10 p.m. Tuesday. Police said two young children, including Hadel’s 3-year-old daughter, were in the home with her, but were unharmed.

Lawmakers Debate BGE Surcharge. Rallies, press conferences and spirited debates ruled the day Thursday in Annapolis over everything from how Marylanders vote to putting a microscope on how the state conducts its own business. Thursday opened with a lively debate on the House floor over tacking a $2 monthly surcharge onto utility bills. Both the House and Senate passed slightly different versions of the bill. Baltimore Gas and Electric would use the money to speed up replacing aging pipelines.
