General Assembly Fails To Meet Budget Deadline. Budget negotiators reached a compromise Monday evening on a balanced spending plan but the General Assembly failed to pass it by the midnight deadline.Members of the House and Senate who comprised the budget conference committee finally settled a sticking point regarding income tax exemptions and sent the full budget bill to the General Assembly within the dinner hour. By midnight, the General Assembly adjourned after failing to pass a revenue plan needed to avoid roughly $250 million in budget cuts.

2 Dead In Davidsonville Crash. Two people were killed in a crash in Davidsonville on Monday.Fire officials said crews were called at about 6 p.m. to the scene near the intersection of Maryland Route 424 and Rossback Road, where two people were pronounced dead.Fire officials turned the investigation over to Anne Arundel County police. No further information was immediately released. (NOTE: Eye On Annapolis has additional information on the accident and photos from the scene.)

3 Public Educators Claim Maryland’s Megamillions Jackpot. Three people who work in the Maryland public school system, two of which are teachers, have claimed the Maryland Mega Millions jackpot ticket, Maryland Lottery officials said Tuesday morning.Lottery Director Stephen Martino said that the winners – a woman in her 20s, a man in his 40s, and a woman in her 50s — have all worked together for years in the public school system. Lottery officials were notified of the win Friday by a financial adviser for the trio, and the group went to lottery officials Monday to claim the jackpot ticket.

ASPCA Celebrates 146th Anniversary. On April 10, the American Society for the Prevention of Cruelty to Animals celebrates its 146th anniversary.According to aspca.org, the ASPCA was founded in 1866 by Henry Bergh. Bergh, a diplomat in the Russian court of Czar Alexander II, brought a charter that proposed the formation of a society that would protect the rights of animals to the New York State legislature on April 8, 1866. On April 10, the charter that incorporated the American Society for the Prevention of Cruelty to Animals was passed. Nine days later an anti-cruelty law was passed and the ASPCA was given the right to enforce it.
