Annapolis Mayor Joshua J. Cohen, Aldermen Richard E. Israel and Ross Arnett III announce that they are introducing a resolution to require City Council approval of major special events at City Dock. The resolution will impose a moratorium on administrative approvals of these events for a period of one year or until the City Council adopts legislation to establish a new special events policy for downtown.
The resolution would apply to major events at City Dock if one or more of the following criteria are met:
- Occupancy of ten or more on-street parking spaces
- Expected attendance of 1,000 or more participants per day of the event
- Road closures of more than one block
- Reimbursement for City services projected to be $1,000 or more
“The issue of special events at City Dock is many-layered,” Mayor Cohen said. “It is taking some time to develop a policy framework that is sensitive to the needs of neighboring residents and businesses while also recognizing City Dock’s importance to the broader community. This is a reasonable and responsible step to take in the meantime.”
The proposed resolution (R-14-12) would enact a moratorium on administrative approvals but allow the City Council to approve a major special event at City Dock should the City Council conclude that it would be singularly appropriate.
“It is imperative to get control of special events at City Dock,” Ward One Alderman Richard Israel said. “This moratorium will help us achieve this goal. It will also put pressure on the Council to come up with legislation to address this important issue.”
“My sense is that we are being overwhelmed by special events,” said Ward Eight Alderman Ross Arnett. “This resolution is intended to help strike a balance while Council continues to grapple with creating a special event policy.”
The resolution will be introduced on first reader at the Monday, April 9, City Council meeting.
