Cape St. Claire Crossing Guard Returned To Her Position

Assistant Superintendent Off Hook

After a nearly three month investigation into a parking lot dispute, the Anne Arundel County Police have returned school crossing guard Annette Hogan to her post at Cape St. Claire Elementary School.  The dust up came when Hogan approached an Assistant Superintendent for the schools about parking in a bus zone. Shortly after the confrontation, Hogan was re-assigned and the community was in an uproar.  The police investigation determined that the Assistant Superintendent, Donna Cianfrani, did nothing wrong.  The following press release was just issued by the Anne Arundel County Police.
The Anne Arundel County Police Department became aware of an incident that took place back on April 28, 2011, at approximately 2:40 p.m., involving School Crossing Guard Annette Hogan and a motorist, later identified as Regional Assistant Superintendent Dr. Donna Cianfrani.
The incident in question took place on the parking lot of Cape St. Claire Elementary School located in the 900 block of Blue Ridge Drive in Annapolis, Maryland.
Crossing Guard Hogan was temporarily re-assigned pending the outcome of an administrative review by the police department. A thorough investigation of the incident found no evidence that Dr. Cianfrani acted inappropriately or violated any traffic or parking laws.
As a result of the incident, the Police Department has implemented some procedural changes at Cape St. Claire Elementary School to  better serve the community. At the beginning of the new school year, Crossing Guard Hogan will be returned to her assignment along with an additional crossing guard.
“I am pleased that this situation has been resolved after an investigation by the Police Department,” said County Executive John R.  Leopold. “School crossing guards play a vital role in protecting our children as they travel to and from school. In this case, the person involved is also a valued member of the Cape St. Claire community.”
“The Police Department and our school system continue to work together closely in a variety of ways, some of which have been recognized as national models,” said Anne Arundel County Schools Superintendent Dr. Kevin Maxwell. “Our single shared goal throughout our
partnership has been to enhance the safety and security of our students and employees, and I am confident we will continue to find ways to do that as we move forward.”
