On December 27, 2010, at approximately 9:04 p.m., officers from Western District responded to the 1100 block of Fairlawn Court in Crofton for a report of a burglary.

Upon arrival, officers spoke with a resident, who informed them that they found a male suspect inside one of the vehicles in their attached garage. The suspect fled the home after being confronted by the homeowners. Officers responding to the area located the suspect and placed him under arrest. The suspect had a camcorder in his possession, which contained potential evidence of visual surveillance. Multiple videos depicting nude/partially nude persons were found on the camcorder that detectives would believe were taken without the knowledge or consent of the victims. The camcorder was subsequently seized and placed into evidence and the suspect was arrested and charged with Burglary and Rouge and Vagabond. At that juncture, detectives began diligently working to try to identify the locations the videos were taken, to identify potential victims, to confirm that the videos were taken without consent and to identify and seize any additional evidence.

On December 28, 2010, Western District Detectives executed a search and seizure warrant at the suspect’s residence at 1679 Fallowfield Court in Crofton. Detectives seized computers, external hard drives, hidden video camera devices and women’s undergarments from the suspect’s residence. Through investigation, the victim of a recent burglary in the Crofton area identified several of the women’s undergarments recovered from the suspect’s home as her property. An arrest warrant was obtained charging Charles Dean Novak, 35, of 1679 Fallowfield Court in Crofton with First and Third Degree Burglary, Destruction of Property and Theft Under $1,000.00. He was arrested on January 4, 2011 and is currently being held at the Anne Arundel County Detention Center on $4,000,000.00 bail.

As of January 6, 2011, detectives have identified a small number of the victims who appeared to be unaware that they were video taped in their homes by the suspect. Multiple charges involving Private Place Prurient Intent and Private Place Peeping Tom are pending a consultation with the Anne Arundel County State’s Attorney’s Office. The investigation is continuing and is being conducted by the Western District Detective Unit.
