Annapolis Budget Explained (VIDEO)

Annapolis Mayor, Joshua Cohen takes 10 minutes to explain the budget which was passed this past Monday. This year was (and remains) a difficult year and the Mayor is very clear that the budget is incredibly tight and that any deviation from it, will result in almost immediate cuts and layoffs.
