It's why gay people are not allowed to marry. When people get married they take vows to stay together until death. If they're too broke to move out then they should be forced to stay together. Not only will it lead to divorce fraud, it will also lead to social services fraud. A couple down on their luck but over the income level to qualify for social services could easily divorce and then be under the levels while still living together as a married couple. (the gay marriage thing was sarcasm ... I cannot help but to laugh about the fact that gay people cannot be married in order to protect to institution when half of all current marriages fail) We must protect the sanctity of marriage!
