Dixon Announced Resignation As Baltimore’s Mayor. Baltimore Mayor Sheila Dixon, the first woman to hold the city’s highest position, officially resigns her post as mayor effective Feb. 4, which would have been the day of her sentencing on an embezzlement conviction.

Former Legislator To Run Against O’Malley. George Owings is casting himself as an alternative to Gov. Martin O’Malley. The former Democratic legislator officially announced Wednesday that he will challenge O’Malley in the Democratic primary. Owings said O’Malley is a good man but he has failed to get out in front to address the state’s budget problems.

AG Looks To Curb Predatory Debt Collection Practices. Consumer rights groups and the Maryland attorney general are supporting measures targeting debt settlement companies that they hope lawmakers will pass to help end predatory practices.

Maryland Lottery: First $1M Prize Of 2010 Claimed. A Germantown woman became the Maryland Lottery’s first millionaire of 2010. The 51-year-old, whose name wasn’t released by lottery officials, won the $1 million top prize on the new Gold Bar Bonus scratch-off.The winner’s fiancé stopped at a store Sunday to cash in $40 worth of winning tickets. He then purchased two of the $20 Gold Bar Bonus scratch-offs.
