Mayor Declares State of Emergency

Annapolis, MD (12-19-09) — Mayor Joshua J. Cohen declared a state of emergency as of 3 p.m. for Annapolis because of blizzard conditions. Heavy snow conditions have created treacherous road conditions across the city. Given high winds, poor visibility and snowfall amounts that could exceed two feet by Sunday, city officials stressed that residents should stay home and avoid driving unless it is absolutely necessary.

The state of emergency declaration enables the city’s emergency operations personnel to tap additional resources from the Maryland Emergency Management Agency, such as Humvees for police and potential reimbursement options for emergency response and snow removal. Key city departments – Public Works, Emergency Management, Fire and Police – continue to monitor the storm and coordinate resources.

As of 3 p.m., about 14 inches of snow was recorded. This afternoon, snow has been falling at the rate of two to three inches an hour. Because of the severity of the snowfall, the DPW crews are keeping their focus on keeping primary roads cleared. City personnel have encountered numerous disabled vehicles.

Mayor Cohen asks for your patience as crews make progress on clearing city roads. Please remember, City Code, Section 14.24.010, requires the abutting property owner to clear the public sidewalk of snow and ice within three hours after the snow or sleet has stopped falling except when the snow or sleet stopped falling between 3 p.m. and 6 a.m., then the snow/ice must be removed from the walk before 11 AM. Violation of this code requirement is subject to a $25 fine. Please lend a helping hand to any neighbors who may be physically or otherwise unable to clear sidewalks. (Never use fertilizer to melt ice and snow; the nitrogen and phosphorus in fertilizer can harm your local streams, groundwater and the Chesapeake Bay.)
