Leggs Denies Harming Kidnapped Sarah Foxwell. An attorney for a 30-year-old Salisbury man charged in the disappearance of a girl found dead on Christmas Day said his client denies allegations that he harmed the child. Thomas Leggs Jr., a registered sex offender in Maryland and Delaware, was charged with kidnapping and burglary one day after 11-year-old Sarah Haley Foxwell’s family reported her missing.

Man Remembers “Pop” On Northwest Plane.  A Baltimore man who told 11 News he was six rows away from the suspect of the failed Christmas Day plane bombing on a Northwest flight said the immediate ordeal was hectic. Dr. Robert Kahn, who is retired, has a good perspective on life, 11 News reporter John Sherman said. He escaped the Nazis as a child and lost a leg under a streetcar as a teenager.

Bay Advocates Send Obama Bay Restoration Strategy.  A coalition of former governors, congressmen, scientists and others sent the Obama Administration their proposed Chesapeake Bay restoration strategy, a plan much tougher than the one being developed by the U.S. Environmental Protection Agency.  One EPA official said the plan includes some measures that would require new legislation from Congress and other aspects would be better handled by the states.
