Tax Credits For Seniors, Renters and Vets

With the recently signed county legislation on property tax interest deferral, many questions have arisen. The Anne Arundel County Department of Aging and Disabilities has put together these points to answer some of the more common questions and concerns. While a good portion of this applies to seniors, veterans and lower income renters (see March 26, 2009  Eye On Annapolis post on this program) also should read.

  • The State and County Homeowner’s Property Tax Credit Programs provide property tax credits for homeowners of all ages who qualify on the basis of a comparison of their tax bill to their income. Anyone whose combined gross household family income is below $60,000, and has a net worth of less than $200,000 excluding the home and the cash value of IRAs or qualified retirement savings plans should consider filing an application.
  • Beginning in FY 2008, Anne Arundel County authorized an enhancement to its local supplemental Homeowner’s Tax Credit program. For taxpayers who are both at least 70 years old and have resided in a dwelling for more than 10 years, their County credit automatically increases by an additional 30% (not to exceed the amount of real property tax imposed on this dwelling).
  • Property Tax Deferral Program – allows residents to delay increases in county property tax payments interest-free for up to 50 years for seniors and people with disabilities who have a gross household income not exceeding $30,000 and have lived in their homes for at least five years. The applicant must meet one of the following requirements: Be age 65 or older, or have been found permanently and totally disabled and has qualified for benefits under the Social Security Act, the Railroad Retirement Act, any federal act for members of the U.S. armed forces, or any federal retirement system.
  • Special benefit for veterans. There is complete exemption from real property taxes on the dwelling house owned by disabled veterans with a 100% service-connected permanent disability or by the surviving spouses. The exemption application for this special benefit and others can be found online at www.dat.state.md.us.
  • The brochure also includes information for the Maryland Renters Tax Credit, which provides a direct check payment of up to $750 a year for renters who earn less than $30,000 and meet other eligibility requirements. The filing deadline is Sept. 1.
