		<description>You&#039;ve got it backwards....3 candidates were in compliance which means everyone else has a problem!  And after talking with people who ran for office in 2005 and 2001, nobody can remember this requirement before, which means it&#039;s probably new and the people who are already elected probably didn&#039;t have this requirement...except maybe Paone and Arnett since they ran in special elections.  You can still recall the mayor (or Aldermen) though...the code specifies that a recall election can occur with a petition signed by 30% of the registered voters of a ward (Alderman) or the whole city (Mayor).
